KSR Record Reason: 3 SUBRECORD F’S ALREADY ON FILE (35)

The error means that the transaction errored out and the reason is that plates can only be transferred a certain number of times in DMV's database.

There is no way we can tell they will receive this error when it is initially efiled.

All ELPs are treated the same if efiled. We need to contact the DMV, have them do whatever they do, and then the title will be issued.
