When is a vin verification required?

Chapter 1, Section 1.165 of the DMV handbook states that a vin verification is always required for:

* Vehicle last registered out of state.
* Reregistration of a previous “junk” or “salvage” vehicle, unless the application contains a CHP Certificate of Inspection form (CHP 97C)
* Registration of a specially constructed (SPCNS) motor vehicle or trailer.
* A vehicle with no CA record (except a new vehicle sold by a licensed CA dealer on a Reg 397).
* Recording an engine change, motorcycle engine case change, or change from engine number to a VIN.
* Assignment of an identifying VIN number by DMV.
* When VIN shown on certificates is different from the VIN shown on record.

Note: A vin verification is required for a vehicle that does not meet CA emission standards.
