If a customer has not received their title after completing the necessary paperwork without a lienholder, there are specific steps you can take to resolve the situation. This guide outlines the process for handling missing titles and transferring ownership.

Steps for Missing Title Statement

If the title is missing, follow these steps:

1. Have the Customer Sign REG227: The customer should sign Section 3 of Form REG227 for the Missing Title Statement and Section 5 to release any implied lien.
2. E-file Legal Owner Transfer: Once completed, e-file the Legal Owner Transfer using REG227 along with a current copy of a KSR (Kentucky State Registration).
3. Troubleshoot Issues: Address any issues such as registration suspensions or missing signed documents before proceeding.
4. Save Your Transaction: Saving your transaction will facilitate easier processing later on.

If insurance is not recorded with DMV, submit to SPU (Special Processing Unit) for legal owner transfer processing instead.
